Waiting Children |
We
firmly believe every child deserves a loving, permanent family,
and we count it a blessing to partner with Mother’s Choice to
help reach this goal. However, we do realize that not all
families are called to adopt a child with special needs and we
deeply respect each family’s decision.
Although Hong Kong is a part of the People’s Republic of China,
it is considered a Special Administrative Region and adoptions
are governed by the Hong Kong Social Welfare Department and
totally separate and different from mainland China’s
intercountry adoption practices overseen by the China Center of
Adoption Affairs (CCAA).
The
U.S. Consulate in Hong Kong and the Hong Kong Social Welfare
Department determined that a family must have a current approved
I-800A or “grandfathered” I-600A (original I-600A application
filed prior to April 1, 2008) in order for a family to view a
specific child’s background and medical reports and request to
be matched with a particular child. Therefore, if a family is
interested in adopting a child with special needs from Hong Kong
and does not have a current approved I-800A or “grandfathered”
I-600A, they should submit an application and start working
towards completing a home study and filing an I-800A application
with USCIS.

will be provided a password via email for viewing Dillon’s Hong
Kong Waiting Children secure web pages. Passwords will
periodically change in order to further protect the privacy and
anonymity of each child featured with Dillon’s Waiting Child
Program.

form, we ask you to review Dillon’s
Hong Kong Adoption Program
and the agency’s general
Adoption Policies
to make sure you meet the guidelines for our adoption program in
Hong Kong.
Dillon’s Waiting Child Program
Coordinator can connect you with other Dillon families who have
adopted children with special needs. These families can share
their experiences with you and help you with questions you may
have as you consider adding a specific waiting child to your
family. Please email our
Waiting Child Program Coordinator
to receive a reference list of our “mentor families.”
If you
have a current approved I-800A or “grandfathered” I-600A and
would like more information about a specific waiting child, the
next step will be to complete
Dillon's Waiting Child Application-Part I.
