UPDATE:
March 10, 2009. . . After
the re-evaluation of Dillon’s current HOLD policy for
new India applications and because there has not been
any set timeframe given on when the Central Adoption
Resource Authority (CARA) in India might release its new
guidelines on intercountry adoption from India, Dillon
has decided to continue to hold on accepting new
applicants into the India program until further
information is available on CARA’s new adoption
guidelines.
This policy does NOT apply to our Waiting Child
Program for India.
We will continue to maintain a waiting list of families who are
interested in adopting from this program and would like
to be contacted when we resume accepting applications.

We will not be accepting new applications for our
India Adoption Program in order to prevent the current
wait time of families in process from growing longer and
until we receive the new adoption guidelines from CARA,
India's central adoption authority. It is our
belief that children and adoptive families should not
wait any longer than necessary to be united as a family.
This policy is being implemented as a temporary measure
to insure that the timeframe of our India Adoption Program remains reasonable and smooth.

History |
|
The Republic of India
is a country of extreme contrasts -- from water buffaloes plowing
fields to high-tech satellite tracking stations. As the second
most populated country in the world, many of its people live
in near starvation on the streets in overcrowded cities.
India's rich and colorful heritage is reflective of its varied
people and a strong belief in social harmony in spite of their differences.
Children are
received at birth through Dillon
International's sister agency,
The Indian Society for the Rehabilitation of
Children (ISRC) in Kolkata, India. The infants are
well cared for while they await adoption at the Matri Sneha
babies home. Children become available for adoption in
India primarily because of the extreme economic disadvantages of
their birth family or the social stigma of single parenthood.
Since the 1980's, Dillon International has been
placing Indian children with U.S. families. Dillon
International is a licensed agency with
CARA,
the government of India's Central Adoption Resource Agency,
which oversees the placement of Indian children with foreign families.

Family Requirements |
-
Heterosexual married couples, whose
combined ages are not more than 86 years at the time of application, are eligible to adopt.
Neither spouse may be over 42 years of age or younger than 28 years of
age at the time of application
-
Single women living alone,
who are between the ages of
28-42 at the time of application, are also eligible
to adopt
-
Couples must be married a
minimum of 3.5 years
-
Second marriages must be a minimum of 3.5
years
-
No more than 15 years
age difference between husband
and wife
-
India prefers that families have no more
than 3 children under the age of 18 already living in their home to be able
to adopt
-
U.S. citizens in all 50 states
are eligible to adopt from this program
-
Families in which at least
one spouse is a
non-resident Indian (NRI) and at least one spouse is a U.S.
citizen may also apply to adopt

About the Children |

Children usually range in ages between
12-15 months upon arrival in the U.S.

Both boys and girls are available for adoption

Families may request their child's gender
-
Most children are premature with low
birth weight and will have minor to major special needs

Moderate medical treatment is available
and a physician visits the orphanage
daily to check babies' health

Adoption Process |

Families complete a home
study and submit their dossier to
Dillon International

Families will wait approximately 12-24 months
for a referral of a child after submitting their dossier to Dillon
-
Families wait another 5 - 7
months after accepting an assignment of a child to receive their child's legal documents authorizing them
to receive guardianship
-
Within 1 - 2 months after
receiving their child's legal documents, families will travel to receive their child
-
Families must travel to Kolkata (Calcutta) to receive
their child
-
Families will book their own
airline reservations
-
Plan for a 1 - 2 day stay in Kolkata (Calcutta)
and a 3 - 4 day stay in New Delhi
-
Dillon International will arrange families'
hotel accommodations and shuttle service only for the Kolkata portion of
their trip

Single mothers are required
to have a traveling companion accompany them to India
-
Sharing small gifts of
appreciation with orphanage caregivers is encouraged
-
Finalize the child's adoption
in the U.S. after completing 3 post-placement visits with the family's caseworker, which usually takes 6 months
-
Upon adoption finalization,
child becomes an automatic U.S. citizen
-
Families are
encouraged to apply for a Certificate of U.S. Citizenship
from USCIS to verify their
child's citizenship as soon as their adoption finalization is complete

India Adoption Laws |
|
The official national
agency that oversees intercountry adoptions in India
is the Central Adoption Resource Agency (CARA).
The
laws and
regulations regarding foreigners adopting children from
India may be found on
CARA's website or by visiting the
U.S. State Department's website.

Adoption Costs |
|
Specific fees are only due after a particular service
has been rendered in the adoption process
and are considered non-refundable after
payment has been received.
All fees are subject to change
and services are charged at the rate that is current at the time of billing.

families will incur during the adoption process include

Dillon International has
relationships with licensed home study providers across the U.S. and can assist families living outside our service area in locating a licensed
agency near them for these services. For families living in Oklahoma, Texas,
Missouri, Kansas, Arkansas and southern California
(counties of Santa
Barbara, Ventura, Los
Angeles, Orange, San Bernardino,
Riverside, San Diego, and Imperial),
Dillon International will provide their home study and
post-placement services. Dillon's home study &
post-placement fees =
$3,150
(in California slightly higher)

*Each
family adopting with Dillon International will also be required
to pay a
$500 Refundable Deposit
which will be returned
in a lump sum after the
family provides Dillon
with the following:
1) proof of their child's U.S. final adoption
decree/ registration
2) copies of their child's in-country adoption documents
(exception for Korea)
3) proof of their child's Social Security Number
4) proof of their child's U.S. Certificate of Citizenship
Families must provide this documentation within three (3)
years after their child arrives home in order to receive their
refund.

Non-Resident
Indian Adoption Program |

To qualify to adopt through our Non-Resident Adoption Program, at least one
spouse must be of Indian heritage and one spouse must be a citizen of the United
States. Indian heritage is defined as having been born in India or
being the son or daughter of parents who were born in India. The
Central Adoption Resource Agency (CARA) will no longer consider third generation
Indian heritage as being an NRI.
NRI couples may be required to show proof of their Indian
heritage through photos and copies of their passports. A family's home
study must also clearly describe the couple's Indian heritage.
NRI families are given priority for adoption by the
Indian government. Dillon International also has a system that gives
preference to families of Indian heritage.
NRI families can expect to receive
a referral of an infant with a shorter adoption process overall.
The adoption process through Dillon International for NRI
families is as follows:

Families complete a home
study and submit their dossier to

months after accepting a referral for their child's legal documents to be processed in the Indian court system which authorizes the adoption
