Adoption Program Overview
Dillon International works cooperatively with
agencies that are authorized by their respective governments to
work with intercountry adoption. In this way, our agency
fulfills the need for permanent homes for children whose best
interests would be served through intercountry adoption and
insures that all legal and social safeguards are met.
Couples must be married a minimum of 2
years for all country programs except Korea. Korea requires that
couples be married a minimum of 3 years, however, the agency may allow a
couple to begin the process to adopt from Korea after 2-1/2 years of
marriage depending upon their individual circumstances. A married
couple is defined as a legal union between a man and a woman.
Dillon
International prefers that second marriages be at least 3 years in length
(4.5 years for China adoptions) with
the focus of concern being on the future stability of the parents' relationship for the child they
adopt. Prior country approval will be needed for persons having had
more than one previous marriage.
There may be no more than 10 years
age difference between husband and wife for Korea
and no more than 15 years age difference between spouses for all other countries.
Single unmarried females, who are living
alone, may apply for adoption from the countries of India,
Guatemala (this program is temporarily on hold), and Vietnam.
Applicants must be high school graduates or
have GED equivalency.
Single applicants must make a minimum annual
salary of $25,000.
Couples must make a minimum annual combined salary of
$30,000. For
China only, if other children live
in the home, the couple must have a combined salary of $10,000 per family
member including the child they are planning to adopt.
Each applicant must have a minimum of $25,000
in life insurance coverage.
An applicant must be in good mental, emotional,
and physical health with no serious illnesses of a life-threatening
nature.
An applicant may have no arrests within the
three (3) previous years.
Korea requires that applicants not be more than
30% overweight.
China requires
that applicants have a body mass index (BMI) less than 40. (click

Families may choose the age range and gender
of the child to be adopted. However, first-time parents or couples
with no children living in their home must be open to a child of either
gender if adopting from Korea, Guatemala (program currently on hold), or Vietnam.
Dillon
International will provide the home study and post-placement services
for families living in Oklahoma, Texas,
Missouri, Kansas, Arkansas and southern California (counties of Santa
Barbara, Ventura, Los Angeles, Orange, San Bernardino, Riverside, San
Diego, and Imperial). The agency will assist families living
outside of this region with locating a home study provider in their
area.

As a
non-profit 501(c)(3) organization, Dillon International welcomes
all donations to assist us in our mission to make a better life
for children.
Dillon
International does not actively solicit donations from adoptive
families who are in any stage of the adoption process.
Additionally, unsolicited donations from adoptive families will
not be accepted from the receipt of Application Part I until
after the placement of the child into their home. This policy
also applies to immediate family, which is defined as parents,
grandparents, brothers and sisters of the adoptive family.
Dillon
International may not accept donations from adopting again
families, or the parents, siblings or other close relatives
of the prospective adoptive parents from the time their
Application Part I is received until the child is placed in
their home.
Any family
or individual who is sponsoring a child(ren) through
orphanCare International at the time they initiate their
adoption process with Dillon International may continue their
child or specific program sponsorship throughout their adoption
process. However, the family may not begin a new child or
program sponsorship until after their adopted child has been
placed into their home.
This
policy has been implemented in order to protect adoptive
families and the agency from the perception of compromise during
the adoption evaluation process.
While
Dillon International periodically announces the need for a
special item, due to the cost of postage and handling we are
unable to accept unsolicited items for the children in the
countries Dillon International serves.
Dillon International maintains records on the agency's child
placements which are available upon request to adoptive families
and prospective adoptive applicants. The provided
information will be based on the three (3) previous calendar
years from the date of the request and will include the
following:
Total number of placements
Number of placements which are
still intact
Number of placements that have
disrupted
Number of placements that have
dissolved
Total number of adoptive
applicants
Current number of children
eligible for adoption and awaiting referral
